If the European Union is to reach its target of investing 3% of GDP in research and development then partnerships at regional level need to be encouraged.

"Regional and local authorities; universities and research centres should coordinate their moves to expand research and development. Where specific projects can bring a truly European level participation there is plenty of benefit;" commented John.
